Catalysis of the reaction: 3'-phosphoadenosine 5'-phosphosulfate + proteoglycan = adenosine 3',5'-bisphosphate + proteoglycan sulfate. A proteoglycan is a glycoprotein whose carbohydrate units are glycosaminoglycans. Catalysis of the transfer of a sulfate group from 3'-phosphoadenosine 5'-phosphosulfate to the hydroxyl group of an acceptor, producing the sulfated derivative and 3'-phosphoadenosine 5'-phosphate.
