Catalysis of the hydrolysis of any non-peptide carbon-nitrogen bond in a cyclic amidine, a compound of the form R-C(=NH)-NH2. Catalysis of the hydrolysis of any carbon-nitrogen bond, C-N, with the exception of peptide bonds. Catalysis of the removal of an amino group from a substrate, producing ammonia (NH3). Catalysis of the reaction: 2-amino-4-hydroxypteridine + H2O = 2,4-dihydroxypteridine + NH3. Catalysis of a biochemical reaction at physiological temperatures. In biologically catalyzed reactions, the reactants are known as substrates, and the catalysts are naturally occurring macromolecular substances known as enzymes. Enzymes possess specific binding sites for substrates, and are usually composed wholly or largely of protein, but RNA that has catalytic activity (ribozyme) is often also regarded as enzymatic.
