Catalysis of the reaction: GDP-beta-L-fucose + beta-D-galactosyl-(1,4)-N-acetyl-D-glucosaminyl-R = GDP + 1,4-beta-D-galactosyl-(1,4)-[alpha-L-fucosyl-(1,4)]-N-acetyl-D-glucosaminyl-R.
