The aggregation, arrangement and bonding together of a set of components to form a protein complex. The formation of a protein complex between the coat proteins and proteins that are going to be transported by a vesicle. Any process that is carried out at the cellular level, but not necessarily restricted to a single cell. For example, cell communication occurs among more than one cell, but occurs at the cellular level. The formation of a protein complex between the COPII coat proteins and proteins that are going to be transported by the COPII vesicle to the Golgi. The directed movement of substances (such as macromolecules, small molecules, ions) into, out of, within or between cells, or within a multicellular organism by means of some external agent such as a transporter or pore. The directed movement of substances into, out of or within a cell by a cellular process that begins with the formation of membrane-bounded vesicles in which the transported substances are enclosed or located in the vesicle membrane. Vesicles are then targeted to, and fuse with, an acceptor membrane. The aggregation, arrangement and bonding together of a set of macromolecules to form a complex, carried out at the cellular level.
