The cell cycle process whereby the dynamic reorganization of telomeres occurs in early meiotic prophase, during which meiotic chromosome ends are gathered in a bouquet arrangement at the inner surface of the nuclear envelope proximal to the spindle pole body. This plays an important role in homologous chromosome pairing and therefore progression through meiosis. Any process by which a substance or cellular entity, such as a protein complex or organelle, is transported to, and/or maintained in, a specific location within or in the membrane of a cell. The process by which a telomere is maintained in a specific location at the nuclear periphery.
