Penetrating at least one phospholipid bilayer of a plastid inner membrane. May also refer to the state of being buried in the bilayer with no exposure outside the bilayer. The inner, i.e. lumen-facing, lipid bilayer of the chloroplast envelope; also faces the chloroplast stroma.
