The migration of cells in the telencephalon from the subventricular zone to the olfactory bulb in which cells move orthogonally to the direction of radial migration and do not use radial glial cell processes as substrates for migration. The process whose specific outcome is the progression of an interneuron residing in the olfactory bulb, from its initial commitment, to the fully functional differentiated cell.
