A transcription initiation process that results in RNA synthesis by RNA polymerase II. Any process that modulates the frequency, rate or extent of RNA polymerase II transcriptional preinitiation complex assembly. The synthesis of RNA from a DNA template by RNA polymerase II (Pol II), originating at a Pol II-specific promoter. Includes transcription of messenger RNA (mRNA) and certain small nuclear RNAs (snRNAs). Any process that modulates the frequency, rate or extent of transcription from an RNA polymerase II promoter. The aggregation, arrangement and bonding together of proteins on promoter DNA to form the transcriptional preinitiation complex (PIC), the formation of which is a prerequisite for transcription. Any process that modulates the rate, frequency or extent of a process involved in starting transcription from the RNA polymerase II promoter. Any process that stops, prevents or reduces the frequency, rate or extent of transcription from an RNA polymerase II promoter. Any process that stops, prevents or reduces the frequency, rate or extent of a biological process. Biological processes are regulated by many means; examples include the control of gene expression, protein modification or interaction with a protein or substrate molecule. Any process that stops, prevents or reduces the frequency, rate or extent of a process involved in the formation, arrangement of constituent parts, or disassembly of cell structures, including the plasma membrane and any external encapsulating structures such as the cell wall and cell envelope. Any process that stops, prevents or reduces the frequency, rate or extent of cellular DNA-dependent transcription. A process that is carried out at the cellular level which results in the assembly, arrangement of constituent parts, or disassembly of a cellular component.
