Catalysis of the reaction: cobinamide + ATP = cobinamide phosphate + ADP. This reaction is the phosphorylation of the hydroxyl group of the 1-amino-2-propanol residue of cobinamide, in the presence of ATP, to form cobinamide phosphate.
