Catalysis of the ligation of two substances via a phosphoric ester bond with concomitant breakage of a diphosphate linkage, usually in a nucleoside triphosphate. Catalysis of the formation of a phosphodiester bond between the 3'-hydroxyl group at the end of one DNA chain and the 5'-phosphate group at the end of another; requires an energy source such as ATP or NAD+. Catalysis of the reaction: NAD+ + deoxyribonucleotide(n) + deoxyribonucleotide(m) = AMP + nicotinamide nucleotide + deoxyribonucleotide(n+m).
