Any process that modulates the frequency, rate or extent of the directed movement of substances within cells. The process by which vesicles are directed to specific destination membranes during transport to, from or within the Golgi apparatus; mediated by the addition of specific coat proteins, including COPI and COPII proteins and clathrin, to the membrane during vesicle formation. Any process that modulates the frequency, rate or extent of a cellular process, any of those that are carried out at the cellular level, but are not necessarily restricted to a single cell. For example, cell communication occurs among more than one cell, but occurs at the cellular level. Any process that modulates the frequency, rate or extent of the directed movement of substances (such as macromolecules, small molecules, ions) into, out of, within or between cells by means of some external agent such as a transporter or pore. The directed movement of substances into, out of or within the Golgi apparatus, mediated by vesicles. The directed movement of substances within a cell. Any process that modulates the frequency, rate, or destination of vesicle-mediated transport to, from or within the Golgi apparatus. Any process that modulates the rate, frequency, or extent of vesicle-mediated transport, the directed movement of substances, either within a vesicle or in the vesicle membrane, into, out of or within a cell. The directed movement of substances into, out of or within a cell by a cellular process that begins with the formation of membrane-bounded vesicles in which the transported substances are enclosed or located in the vesicle membrane. Vesicles are then targeted to, and fuse with, an acceptor membrane. Any process that modulates the rate, frequency, or extent of the addition of COPII proteins and adaptor proteins to ER membranes during the formation of transport vesicles, forming a vesicle coat. The process by which vesicles are directed to specific destination membranes. Targeting involves coordinated interactions among cytoskeletal elements (microtubules or actin filaments), motor proteins, molecules at the vesicle membrane and target membrane surfaces, and vesicle cargo. Any process that modulates the frequency, rate or extent of a process by which a cell, a substance, or a cellular entity is transported to, or maintained in a specific location within or in the membrane of a cell.
