Catalysis of the transfer of a sulfur-containing group from one compound (donor) to another (acceptor). Catalysis of the synthesis of the HKK-1 carbohydrate epitope; adds a sulfate group to a precursor, GlcA-beta-(1,3)-Gal-beta-(1,4)-GlcNAc-beta-(1->R), forming sulfo-3GlcA-beta-(1,3)-Gal-beta-(1,4)-GlcNAc-beta-(1->R). Catalysis of the transfer of a sulfate group from 3'-phosphoadenosine 5'-phosphosulfate to the hydroxyl group of an acceptor, producing the sulfated derivative and 3'-phosphoadenosine 5'-phosphate.
