Any process that activates or increases the frequency, rate or extent of the DNA-dependent transcription of a specific gene or genes. The specifically regulated synthesis of RNA from DNA encoding a specific gene or set of genes by RNA polymerase II (Pol II), originating at a Pol II-specific promoter.
