The process whose specific outcome is the progression of a mesenchymal tissue over time, from its formation to the mature structure. A mesenchymal tissue is made up of loosely packed stellate cells. The progression of the septum transversum from its initial formation to the mature structure. The septum transversum is a portion of the trunk mesenchyme.
