The aggregation, arrangement and bonding together of a cellular component. Formation of a prolongation or process extending from a cell, e.g. a flagellum or axon. The migration of cells in the developing cerebral cortex in which cells move from the ventricular and/or subventricular zone toward the surface of the brain.
