The addition of specific coat proteins to Golgi membranes during the formation of transport vesicles. The addition of COPI proteins and adaptor proteins to Golgi membranes during the formation of cis-Golgi to rough ER transport vesicles, forming a vesicle coat. The process by which vesicles are directed to specific destination membranes during transport to, from or within the Golgi apparatus; mediated by the addition of specific coat proteins, including COPI and COPII proteins and clathrin, to the membrane during vesicle formation. The directed movement of substances from the Golgi back to the endoplasmic reticulum, mediated by vesicles bearing specific protein coats such as COPI or COG.
