The addition of specific coat proteins to Golgi membranes during the formation of transport vesicles. A process that is carried out at the cellular level which results in the assembly, arrangement of constituent parts, or disassembly of a vesicle. The addition of clathrin and adaptor proteins to Golgi membranes during the formation of transport vesicles, forming a vesicle coat. The process by which vesicles are directed to specific destination membranes during transport to, from or within the Golgi apparatus; mediated by the addition of specific coat proteins, including COPI and COPII proteins and clathrin, to the membrane during vesicle formation.
