Catalysis of the transfer of carbohydrate from one side of the membrane to the other. Catalysis of the PEP-dependent, phosphoryl transfer-driven transport of substances across a membrane. The transport happens by catalysis of the reaction: protein N-phosphohistidine + lactose(out) = protein histidine + lactose phosphate(in).
