The specifically regulated synthesis of RNA from DNA encoding a specific gene or set of genes by RNA polymerase II (Pol II), originating at a Pol II-specific promoter. In addition to RNA polymerase II and the general transcription factors, specific transcription requires one or more specific factors that bind to specific DNA sequences or interact with the general transcription machinery. Any process that modulates the frequency, rate or extent of transcription from an RNA polymerase II promoter. Any process that modulates the DNA-dependent transcription of a specific gene or genes. The process whereby a cell becomes capable of differentiating autonomously into a neuron in an environment that is neutral with respect to the developmental pathway.
