Catalysis of the reaction: cyclopropanecarboxylate + CoASH = cyclopropanecarboxyl-CoA + OH-. Catalysis of the ligation of two substances with concomitant breaking of a diphosphate linkage, usually in a nucleoside triphosphate. Ligase is the systematic name for any enzyme of EC class 6. Catalysis of the reaction: ATP + anthranilate + CoA = AMP + diphosphate + anthranilyl-CoA. Catalysis of the reaction: 4-chlorobenzoate + CoA + ATP = 4-chlorobenzoyl-CoA + AMP + diphosphate.
