Any process that modulates the frequency, rate or extent of gene expression after the production of an RNA transcript. A posttranscriptional gene silencing process in which the silencing signal originates in a tissue separate from the tissue in which the silencing takes place. Any process that modulates the frequency, rate or extent of gene expression; the process is mitotically or meiotically heritable, or is stably self-propagated in the cytoplasm of a resting cell, and does not entail a change in DNA sequence. Any transcriptional or post-transcriptional process carried out at the cellular level that results in long-term gene inactivation. The inactivation of gene expression by a posttranscriptional mechanism.
