A motor complex composed of an extracellular helical protein filament coupled to a rotary motor embedded in the cell envelope. One of the rings of the flagellar basal body; anchors the basal body to the outer membrane. Examples of this component are found in bacteria. Any constituent part of a flagellum, a long whiplike or feathery structure borne either singly or in groups by the motile cells of many bacteria and unicellular eukaryotes and by the motile male gametes of many eukaryotic organisms, which propel the cell through a liquid medium.
