Any process that modulates the frequency, rate or extent of the formation and growth of cell buds. The biological process by which new individuals are produced by either a single cell or a group of cells, in the absence of any sexual process. The process by which the bud portion of a cell that reproduces by budding irreversibly increases in size over time by accretion and biosynthetic production of matter similar to that already present.
