The formation of ectoderm during gastrulation. Process by which a cell becomes capable of differentiating autonomously into an ectoderm cell in an environment that is neutral with respect to the developmental pathway; upon specification, the cell fate can be reversed. The commitment of cells to specific cell fates and their capacity to differentiate into particular kinds of cells.
