Catalysis of the transfer of a phosphorus-containing group from one compound (donor) to an alcohol group (acceptor). Catalysis of the reaction: 2'-phospho-[ligated tRNA] + NAD+ = mature tRNA + ADP ribose 1'',2''-phosphate + nicotinamide + H2O; transfers the splice junction 2-phosphate from ligated tRNA to NAD+ to produce ADP-ribose 1'-2' cyclic phosphate. Catalysis of the transfer of a phosphate group from one compound to the 2' position of another.
